How long should it hurt after a tetanus shot?

I had gotten two shots, the tetanus shot and my last round HPV shot. I believe in my right arm I got the tetanus shot. Although, I had gotten the shot over two weeks ago and my deltoid/acromion is still tender, and it feels fibrous in the general area. Is this normal?
